Who pays rental-property bills?

Last Updated: 24 August 2026

Responsibility for property costs depends on the tenancy agreement and the law that applies where the property is located.

A practical starting point

Owners commonly pay ownership, building, insurance, fixed supply and shared-area costs. Tenants commonly pay for services they choose or consume, such as electricity, internet and metered utilities. The agreement should state any exceptions clearly.

Shared and metered services

Where a service is shared or cannot be measured reliably for one tenancy, the owner may be responsible unless local law and a transparent written allocation allow otherwise. Record meter readings at the start and end of the tenancy.

Keep records

Confirm utility arrangements, due dates and reimbursement processes in writing. Local mandatory rules take priority over the agreement.
