Water charges in a tenancy

Last Updated: 24 August 2026

Water-cost responsibility varies by jurisdiction, the tenancy agreement and whether consumption can be measured for the individual tenancy.

Typical allocation

Fixed network, supply and shared-service charges are often paid by the owner. A tenant may be asked to pay consumption charges only where this is permitted locally and can be accurately attributed to that tenancy.

Avoid disputes

State the billing arrangement in writing, retain invoices and record meter readings at move-in and move-out. Do not pass on a charge where local law prohibits it.
